New Healthcare Proposals Are Starting to Percolate

As I write this, the Judiciary Committee of the House of Representatives is preparing to vote on articles of impeachment of the president. As the president?s lawyers prepare his defense before the committee, the business of government continues. In another part of the White House complex, the finishing touches are being put to the fiscal year 2000 budget that Mr. Clinton may present early in 1999. In addition, the bipartisan commission on Medicare is due to complete its report by March. Given the election results, many in Washington believe that there will be a number of proposals affecting health care in this year. A few of these are discussed below.
